Apple Can Sell iPhone 16 Without Building a Factory in Indonesia, Here’s the Agreement with the Government!

Apple has finally been granted permission to sell iPhone series in Indonesia after reaching an agreement with the government in recent months. One of the key requirements fulfilled was obtaining the Domestic Component Level (TKDN) certification, not through the construction of an iPhone factory but via investment in innovation.

Apple’s Investment and TKDN Compliance

In addition to obtaining TKDN certification, Apple has also fulfilled its commitments for the 2020-2023 period, with an obligation of US$10 million. They also agreed to increase their investment as a penalty for not meeting previous innovation commitments. This requirement follows Minister of Industry Regulation No. 29 of 2017, which regulates the calculation of TKDN value for mobile phones, handheld computers, and tablets.

As part of the agreement, Apple brought in its Global Value Chain company, ICT Luxshare, to invest US$150 million in Indonesia. This investment will be used for the production of Airtags at a factory to be built in Batam. The factory is expected to supply up to 65% of the world’s Airtag needs, while battery components will also be sourced domestically.

Additionally, a production line is being prepared in Bandung by Long Harmony, which is set to manufacture mesh fabric for Airpad Max devices.

Technology Development Programs in Indonesia

Minister of Industry Agus Gumiwang stated that, based on the calculations regulated in Minister of Industry Regulation No. 29 of 2017, Apple will bring in a cash investment of US$160 million to fulfill their obligations under Scheme 3.

Apart from production investment, Apple has also agreed to support technology development in Indonesia. Several initiatives included in the agreement are:

  • Establishment of the Apple Software Innovation and Technology Institute
  • Establishment of the Apple Professional Developer Academy
  • Continuation of the Apple Academy
  • Development of an R&D Center
  • Software development involving 15 universities in Indonesia, including ITB, UI, UGM, and ITS

These programs aim to enhance local technological talent, helping them compete in the global market.

TKDN Certification and iPhone 16 Approval Process in Indonesia

Last week, Apple successfully obtained TKDN certification from the Ministry of Industry for all iPhone 16 models. The certified models include:

  • A3287 - iPhone 16
  • A3290 - iPhone 16 Plus
  • A3293 - iPhone 16 Pro
  • A3296 - iPhone 16 Pro Max
  • A3409 - iPhone 16e

All these iPhone models received a TKDN score of 40%, exceeding the 35% minimum requirement set by the government.

However, despite obtaining TKDN certification, as of Monday (March 10, 2025), iPhone 16 has not yet received Postel certification from the Ministry of Communication and Digital (Komdigi). This certification is required as an additional condition for official sales in Indonesia.

Both TKDN and Postel certifications are mandatory for all telecommunications devices before they can be sold in Indonesia. These requirements are regulated under:

  • Minister of Communication and Information Regulation No. 16 of 2018 on Certification of Telecommunication Equipment and Devices
  • Minister of Industry Regulation No. 11 of 2019 on TKDN for 4G/LTE Smartphones

By complying with these regulations, Apple is now one step closer to officially launching the iPhone 16 in Indonesia.
